Is there a reason why we don't allow generic URLs as claims?

I'm envisioning the ability to just put a proof URI or keyoxide profile URI on some generic website or not-yet-supported service, and then just set up a claim to point to the URI. If an https fetch of the claim URI contains a keyoxide proof URI or keyoxide profile URI, we could just claim that this URI is authenticated, couldn't we?

Yes, that'd be awesome and would allow veryfing profiles on e.g. company websites where you do have control over your profile but nothing else (e.g. not DNS).
